Empowering Quincy Through Technology
CTIAS (Community Technology Integration And Support) is a program of the City of Quincy. We help residents build digital skills, access devices and internet, and connect with the support they need to thrive in a digital world.
Digital equity is necessary for civic participation, employment, lifelong learning, and access to essential services.

Our story
Born from a need. Built for our community.
CTIAS began when city leaders recognized that too many Quincy residents were left behind by the digital divide — without reliable internet, devices, or the skills to use them for work, school, healthcare, and civic life.
What started as a local initiative has grown into a regional model for digital inclusion, powered by partnerships with housing authorities, nonprofits, schools, and employers across Massachusetts.

A Vision for Change
Mayor Thomas P. Koch appointed John C. Cain, Jr. as Director of Community Technology Integration and Support (CTIAS), motivated by the negative outcomes of COVID and the challenges residents faced lacking technology tools to communicate via the internet.

Mayor Koch directed John to meet individually with his leadership team to understand each department's technology goals across the city.

Director, Community Technology Integration And Support
John C. Cain, Jr. leads CTIAS for the City of Quincy, guiding the program's vision to close the digital divide across Quincy and surrounding communities.
With a background in community development and workforce training, he works alongside partners to expand access to technology instruction, devices, and career pathways for residents of all ages.
